EPR for Shopify sellers: what actually gets checked
EPR is not one law. It is a family of national schemes that make the company putting packaging, electricals or batteries on a market pay for collecting and recycling them. For an online seller the practical question is narrower: which register do I need a number in, and where does that number have to appear?
Three product streams, three sets of registers
Most sellers meet EPR through one of three streams, and they are registered separately:
- Packaging — the box and filler your product ships in. Germany runs its packaging register through the ZSVR (the LUCID register); France uses a unique producer identifier issued through ADEME. Other member states have their own national schemes.
- Electrical and electronic equipment — WEEE. Registration is national, and in Germany it goes through stiftung ear.
- Batteries — a separate national register in most member states, even when the battery ships inside an electrical product.
Being registered for packaging does not register you for WEEE or batteries. This is the most common misunderstanding we see: a seller has a packaging number, assumes EPR is "done", and is missing two other registrations.
Who counts as the producer
Usually the party that first places the product on the national market — which for cross-border distance sales is often the seller, not the marketplace. Some marketplaces act as the producer for certain streams and pass the obligation back to you anyway. Check your marketplace's EPR policy page for the country you sell into; the large platforms now require a registration number before they will list a product in Germany and France.
What the listing actually needs
In practice, a compliant listing needs:
- a valid registration number for each stream you sell, in each country you sell into;
- that number entered where the marketplace asks for it (not only in the description);
- a scheme membership that matches the volumes you actually report;
- declared volumes that are not obviously understated — the scheme reconciles against your sales.
The part sellers underestimate
Registration is a form. The ongoing work is volume reporting: packaging by material and weight, electricals by category, batteries by chemistry. If your reports do not match what you ship, the number is not worth much, and the liability does not disappear because a marketplace accepted the listing.
A short self-check
- List every country you ship to and every material stream in the parcel.
- For each combination, confirm whether a registration exists and who holds it.
- Check that the number is entered on the marketplace side, not only on your own site.
- Confirm the scheme has your current volumes, not last year's.
This is a practical overview, not legal advice. EPR rules differ by member state and by product; verify each registration with the national register or a qualified advisor.
